The Planners assist with research, development and implementation of planning policy. They prepare material and make recommendations regarding the review of the Municipal Planning Strategy, Land Use By-law and Subdivision By-law and make recommendations regarding applications for development agreements and amendments to planning documents. They respond to public inquiries regarding planning processes and planning matters in general.

Becky Dauphinee is the first contact for most inquiries in the Planning and Development Department. She assists all Department staff, answers zoning, property information and general planning inquiries, and assists the public with applications for development permits, building permits and subdivision applications and redirects inquiries as required.
William Overholt, Development Officer

William is responsible for administering development agreements and the Land Use and Subdivision By-laws, as well as answering inquiries on zoning and property information, interpretation of the by-laws and planning matters in general. He is responsible for issuing development permits as required by the Land Use By-law.

Tim Leslie, Building and Fire Inspection Services

Tim Leslie is responsible for managing the work of the building and fire officials and by-law officers. He also administers and enforces the provisions of the Nova Scotia Building Code Act and Regulations, the Building Code Act By-law, and the Nova Scotia Fire Safety Act and Regulations, and provides building and fire inspection services.

The Building / Fire Officials assist the Senior Building and Fire Official in providing building and fire inspection services, processing applications, and issuing permits.
Tracy Babineau, Planning Technician/Civic Addressing Coordinator

Tracy Babineau provides technical support to staff on planning matters and mapping. The Planning Technician supplies information to the public regarding property information, civic addressing and zoning, and is responsible for maintaining the Geographic Information System (GIS).
Hartley Atwell, Geographic Information Systems Technician

Hartley Atwell is responsible for providing GIS support to all departments, committees and Council. Along with the creation/customizing of maps, she also gathers research, analyses data using GPS and works with the Planning Technician overseeing municipal geographic data and developing, using and maintaining the GIS database.
By-law Enforcement Division

The By-law Enforcement Division is responsible for the administration and enforcement of the by-laws in effect in the Region.
John Ogilvie, Climate Action Coordinator

John is responsible for assisting the Climate Action Committee and Council to implement municipal and community projects that mitigate greenhouse gas emissions and increase resilience to the effects of climate change. In particular, he develops and oversees project implementation, investigates external funding sources, and monitors WHRM’s progress towards emission reduction goals.
