The CAO is the head of the administration branch of the Municipality (essentially, the operations). They are responsible to council for the proper administration of the affairs of the municipality in accordance with the by-laws, policies and strategic direction adopted by council.
The CAO takes this direction and communicates it to the appropriate Municipal Department(s) for staff to take action on. These other Departments include:
The CAO and/or CAO’s Office is also directly responsible for (but not limited to):
- Ensuring the annual operating and capital budgets are prepared and submitted to the council. As well as the administration of the budgets after adoption.
- Preparing agenda packages and meeting minutes for Committee of the Whole and Council meetings, and other committees of council as needed.
- Records management.
- Freedom of Information and Protection of Privacy (FOIPOP) applications.
- Preparing and/or assisting in the preparation of Municipal policies and by-laws.
- Human Resources.
- Emergency Management and Protective Services (EMO, RCMP, and Fire).
- Communications.
In conclusion, aligning with Council’s strategic direction and policies, the CAO’s Office and other Municipal Departments’ functions make the day-to-day operations happen.
